Friends Leads First User Research for Maryland Digital Service

We're conducting Maryland Digital Service's first formal user research, studying how residents find and apply for state services through October 2025.

Maryland lacks data on how residents actually use their digital services. We'll study the OneStop platform, where residents apply for licenses, permits, and tax credits. We'll also look at homeowner tax credits through the State Department of Assessment and Taxation. The research provides the agency with a foundation... the agency a foundation for strategic decisions and a repeatable practice they can self-manage.
